We are a woman-owned business, founded in 2002 by Linda and Tracy Etter. Originally focused on serving the local community in Central Pennsylvania, we have since expanded and today have offices in Pennsylvania, Maryland, and Florida.
Fostering meaningful relationships has always been at the core of our service. It is our philosophy that acquiring a deep understanding of our clients’ needs and goals will enable us to consistently make the best match between our talent base and the businesses we serve.

Alecia Justice

President
Alecia is president of e&e IT Consulting Services, Inc. In addition to selling e&e’s professional services, she oversees day-to-day operations including human resources, recruiting, account management, and finance. Passionate about client and consultant success, Alecia works closely with clients and e&e’s highly-experienced recruiters to strategically fill open positions. Her favorite part of working at e&e is building lasting relationships with people and making a difference in clients’ and employees’ lives. When Alecia’s not in the office, you can find her at Deep Creek Lake with her husband, Dylan, and beloved Rhodesian Ridgeback, Rosie. She enjoys a glass of good wine, cooking, and spending time with friends and family.

Alecia earned a BA degree in Communications and Public Relations from The Pennsylvania State University.

Christopher Bushey

Chief Financial Officer

Chris joined e&e in 2014 and currently serves as the chief financial officer. He is responsible for financial planning and analysis, financial reporting, and the overall financial management of the company.

Prior to joining e&e, Chris spent several years with a public accounting firm working with the audit, tax, and business advisory teams. He is a certified public accountant and a member of the American Institute of Certified Public Accountants.

Chris earned a B.S.B.A. in accounting from Shippensburg University. Outside of work, Chris enjoys golfing, traveling, and spending time with his wife, Maddie, and two sons, Owen and Alan.

Jesse Mellin

Vice President of Finance

Jesse joined e&e in April 2023 as Controller and was promoted to Vice President of Finance in recognition of his leadership and impact. He brings over a decade of experience in healthcare and management consulting, with expertise in streamlining operations and implementing value-enhancing financial strategies.

Prior to joining e&e, Jesse spent over 10 years working in the healthcare and management consulting industries. He has managed all aspects of accounting and finance with a focus on strengthening operational efficiencies, automating processes, and implementing value-enhancing initiatives.

Jesse earned an M.S. in Accounting from Southern New Hampshire University. Outside of the office, Jesse is an avid golfer who enjoys going to the gym and spending time with his wife, Mary Kate, and sons, Caden and Hayes.

Phil Tomassini

Advisor

Phil enjoyed a 35-year career working for the Commonwealth of Pennsylvania. At his last job with the State, Phil served as the Chief Information Officer (CIO) of the Commonwealth’s Infrastructure and Economic Development Delivery Center which consisted of PennDOT, DCED, and PEMA. Phil also held positions as CIO for PennDOT, Deputy CIO with the Office of Administration working with the Commonwealth’s public safety and environmental agencies in developing IT strategic plans and providing enterprise IT direction, and Phil was the Executive Director for the Pennsylvania Justice Network (JNET) which provides public safety and criminal justice information to municipal, county, state and federal agencies via a secure integrated portal.

Phil lives in Gettysburg with his wife Paula and enjoys spending time with his family including his four daughters (Kristan, Shauna, Allison and Alexis), three grandchildren (Savannah, Kinsley, Jackson) and his trusty lab Leo. He’s also a big Boston and Notre Dame sports fan.

Mitch Morrill

Account Manager

Mitch joined e&e in November 2010 as a technical recruiter. He then transitioned into an account management role in September 2014. Mitch’s focus has been the Commonwealth of Pennsylvania, Federal Government, and Private Sector accounts.

Mitch has over 14 years of experience within the IT industry. Prior to joining e&e, Mitch worked as a recruiter and account manager for a global organization. He is a former Officer in the PA Army National Guard with 11 years of service which provides him the leadership and skills to complete any task at hand.

Mitch earned a B.S. in Criminal Justice from Shippensburg University. In his free time, Mitch enjoys golfing and spending time with his family.

Maureen Nye

Director of Administration

Maureen is the director of administration of e&e. With nearly 35 years of experience in operations and financial management, her work experience includes financial, project, contract, and office management. Since joining the e&e team in 2015, Maureen has been responsible for all administrative aspects of the company, including developing internal office policies and procedures, supporting recruiting and account management staff, overseeing payroll, supervising new hire orientation, and implementing employee benefits programs. Maureen manages subcontracts, provides corporate status reports, and serves as a liaison to management on employee-related issues.

Maureen studied at Harrisburg Area Community College. She enjoys the outdoors, gardening, traveling the wine trails, and spending free time with her husband Mark, family, and friends.

Nikki Kubiczki

Recruiting Manager

Nikki joined the e&e team in September of 2021 as a Technical Recruiter. She moved into the Recruiting Manager role in July of 2023. On the recruiting side, she has been driven by the joy of making perfect matches, creating a win-win situation for both candidates and clients. As a manager, she is passionate about learning new and different ways to streamline the recruiting process for the team and mentoring team members.

Nikki graduated from PennWest California with a Bachelor’s degree in Human Resource Management.

Outside of work, Nikki enjoys spending time with her family, taking her dog on long walks, cooking, and a good cup of coffee or glass of wine!

George Barr

Technical Recruiter

George Joined e&e in 2022, bringing more than 25 years of IT staffing experience with him. George has worked in multiple roles in the industry including sales manager, recruiting manager, account executive, and technical recruiter. As a senior technical recruiter, George works to help develop the Philadelphia marketplace with his industry knowledge and depth of prior experience working in the Philadelphia Metro region. He has a proven track record of placing top talent for high-profile projects to meet the client’s needs.

George is a graduate of West Chester University and holds a B.A. in Business Management and a minor in Marketing. George lives in West Chester PA with his wife Pat and enjoys spending time with his family and 3 grandchildren. He is also an avid sports fan enjoying watching Penn State and Philadelphia Eagles during the football season.

Avika Jain

Technical Recruiter

Avika joined the e&e team in June of 2022 as a technical recruiter. She enjoys talking to people and hearing about their past experiences and hopes for the future. She believes diversity is imperative because it’s critical for our economy and talent pipeline and so focuses on and values diversity hiring. Her passion for building a good candidate experience is what drives her, and it happens through continuous improvements in her approach.

Avika lives in Phoenixville with her family. She enjoys going to swimming meets and soccer games with her kids. Outside of e&e, she has a love for fusion food and blogging. She believes in honesty and her best investments are in building relationships.

Jamison Heisey

Technical Recruiter
Jamison re-joined the e&e team at the start of 2024, after beginning his recruiting career with us back in 2020. He has 3.5 years of technical recruitment experience and enjoys connecting with talent in all areas of the industry.

Jamison enjoys golfing, playing baseball each summer, and hanging out with his friends and family. He is an avid sports fan and enjoys attending sporting events for all 5 major sports.

He received his Bachelor's Degree from West Chester University where Jamison received a dual degree in Marketing and Business Administration.

Kimberly joined the e&e team in September of 2021 as a technical recruiter. She enjoys helping people find their dream job and will go the extra mile for all! Her friendly and compassionate personality shines through in every conversation you have with her. She strives to find each candidate their ideal job and prepares them for success with their future endeavors!

Kimberly lives in Enola with her husband, Josh and her daughter, Lily. She enjoys playing flag football, golfing, watching sports, gardening and being outside. Outside of e&e, you will find her enjoying coffee or wine on her deck, reading a good book or spending time with her family and friends!

Kimberly earned her B.S. Degree in Health and Sports Sciences from American Public University!

Angela James

Technical Recruiter
Angela joined the e&e team in March of 2022 as a technical recruiter. She enjoys building relationships with people from all different backgrounds. Her goal is to positively impact their lives by helping them find the right role for their career aspirations and lifestyle.

Outside of work Angela enjoys traveling and spending time with family and friends.

Ashley Keeler

Technical Recruiter
Ashley joined the e&e team in October of 2023 as a technical recruiter, bringing 6 years of IT recruiting experience with her. She is motivated by making a meaningful impact in people’s lives and developing long lasting connections.

Ashley resides in State College with her husband, David and her son, Derek. She enjoys spending time with her family and three dogs, attending sporting events, golfing, and listening to podcasts.

Ashley earned her Bachelor’s Degree in History from the University of Florida, where she was a former Division 1 athlete. She also holds a Master’s Degree in Education.

Samantha Emanuel

HR Specialist of Payroll & Benefits

Samantha is a dedicated HR professional who joined the e&e team in June 2023 and currently serves as our HR Specialist of Payroll and Benefits. She earned her SHRM-CP certification in February 2025 and holds a dual bachelor's degree in Management and Marketing from Pennsylvania State University. With a passion for creating seamless and positive employee experiences, Samantha is committed to ensuring every candidate enjoys an engaging and supportive journey.

Outside of work, she loves exploring new cities, getting lost in a good book, and spending quality time with her family.

Kelly Shuey

Administrative Assistant

Kelly is the administrative assistant supporting the e&e management team with various administrative and clerical support functions. She attended Harrisburg Area Community College, where she obtained her Associate degree in Applied Science. She has coordinated numerous charitable events in the area and aims to make a difference in the community. She approaches each day with a positive attitude and strives to reflect that on others.

Kelly and her husband, Todd, welcomed their first child into the world in April of 2022! Outside of e&e, she enjoys spending time with her daughter, husband, family, and friends. Her hobbies include cooking, gardening, and traveling. When Kelly is not in the office, you will typically find her at the beach, watching HGTV or trying out a new recipe. She is a "foodie" that welcomes recommendations to new and intriguing restaurants!

Michael Lane

Senior Technical Recruiter

Michael joined e&e in 2008, bringing more than 10 years of full lifecycle recruiting experience with him. As a senior technical recruiter, Mike mentors team members to ensure team goals align with client goals when recruiting candidates. Not only does Mike understand the IT industry, he also has a proven track record of successfully identifying and placing top talent in difficult-to-fill positions.

Mike is a graduate of The Pennsylvania State University and holds a B.A. in Management from the Smeal College of Business.

Mike enjoys lifting weights, skiing, coaching soccer, drinking craft beer, and spending time with his wife and two sons.
